Bhutan’s first comprehensive Justice Sector Digital Blueprint (2026–2029) aimed at accelerating digital transformation within the justice sector provides a strategic framework for a unified “One Justice” ecosystem, connecting investigating agencies, police, prosecutors, courts, and other oversight bodies. This coordinated approach aims to streamline processes, reduce delays, and enhance public access to justice.
Developed in close consultation with justice sector agencies, the blueprint’s core focus includes modernising justice processes, strengthening institutional cooridnation and collaboration, and improving service delivery through adoption of advanced digital technologies. It establishes an interoperable digital architecture, ensuring that case information and documents can be securely and efficiently transferred between institutions.
Led by the Anti-Corruption Commission, UNDP and EU supported the development of the digital blueprint through the ongoing Bhutan-UNDP-EU partnership aimed at strengthening access to inclusive, people-centric justice in Bhutan.
“UNDP’s experience across more than 70 countries shows that when the digitilisation of the justice sector is designed around people, it can transform how justice works. It reduces delays, improves transparency, strengthens accountability and expands access to justice for everyone,” said UNDP Deputy Resident Representative Fadhil Bakeer Markar.
“One lesson particularly stands out. Digital systems deliver the greatest value when institutions are connected, not working in isolation. That is why this blueprint focuses first on the fundamentals: strong systems, clear governance and interopreability between institutions.”
Aligned with the Justice Sector Strategic Plan II (2024–2029) and the government’s current development plan, the 13th Five Year Plan, the blueprint’s phased implementation will encompass system development, testing, and integration, culminating in a fully operational digital justice ecosystem by mid 2029.
The Justice Sector Digital Blueprint exemplifies Bhutan’s commitment to the rule of law and to delivering efficient, transparent, and accessible justice services, while further strenghtening public trust and confidence in the justice system.
It is also an important milestone in Bhutan’s wider digital transformation journey, aimed at ensuring the justice institutions remain resilient, responsive and aligned with the national priorities on good governance, innovation and socio-conomic development.
