Gelephu Mindfulness City (GMC) has entered into a strategic partnership with institutional digital asset custody platform Ceffu to advance Bhutan’s digital asset infrastructure and move from policy planning to on-the-ground execution.
Under the agreement, Ceffu will establish a local entity within GMC, creating a physical and operational presence in Bhutan. The collaboration prioritises local hiring, daily operations, and long-term ecosystem participation. The focus will be on building secure, institutional-grade custody systems, operational banking access, and internationally compliant governance frameworks rather than speculative digital asset activity.
The Gelephu Mindfulness City Authority (GMCA) said the initiative marks a transition from regulatory groundwork to tangible implementation. All participating firms must meet strict licensing, compliance, and risk management standards aligned with global best practices, ensuring a transparent and well-governed environment.
Officials emphasised that success will be measured through operating entities, local employment generation, skills development, and sustained business activity rather than short-term investment figures. The partnership is expected to attract reputable financial and technology firms while strengthening domestic capacity.
Local stakeholders have noted early positive spillovers, including increased business travel and hospitality demand. However, businesses have also highlighted the need for improved infrastructure and service readiness.
