
The Parliament has recommended legal action for Nu 2.38 billion in unresolved public fund irregularities, using the Audit Act of Bhutan 2018, and urged government agencies to refer persistent cases to courts. As of March 2023, unresolved irregularities in nine ministries amounted to Nu 361.97 million, with corporations reporting the highest amount at Nu 1.08 billion. Hydroelectric projects followed, with Nu 708.66 million in unresolved cases. The responsibility for these irregularities has been questioned by National Council MP Ugyen Tshering, who questions whether the previous joint venture management or the current leadership of Khorlochhu Hydro Energy Limited is responsible.
Inconsistencies were dismissed as procedural by Energy and Natural Resources Minister Gem Tshering, who said the DGPC is resolving the issues. Unusualities were more prevalent in the Punatsangchhu-II Hydroelectric Project. The largest number was reported by departments. Despite annual evaluations and warnings, lawmakers are concerned about high levels of non-compliance, fraud, and corruption. House discussions on previous resolutions and follow-up reports are still ongoing.
